An HMSP is required only for specific listed hazardous-materials categories and quantities, not for hazmat transportation generally. A carrier that hauls hazmat is not automatically subject to the HMSP — the specific commodity and quantity determine applicability, and this is separate from PHMSA's own general hazmat registration program, which covers a broader range of hazmat activity under its own rules.
