IFTA applies to a 'qualified motor vehicle' — generally 2 axles and over 26,000 lb, 3+ axles regardless of weight, or a combination over 26,000 lb — operating in two or more IFTA member jurisdictions. IRP applies on a similar cross-jurisdiction principle for apportioned vehicle registration, but its exact qualification and exemptions are set individually at the base-jurisdiction (state) level, not by one uniform federal threshold — a vehicle that clears the IFTA weight/axle test is not automatically covered or exempt from IRP as well; the two programs qualify vehicles independently of each other.
